Reeves Pledges £15.6bn for Regional Transport

A new era for local infrastructure across the North, Midlands and West Country

Billions are being committed to local transport networks in a bold infrastructure drive from the Labour government, marking one of the largest regional investment strategies in decades.

Chancellor Rachel Reeves has announced a £15.6 billion five-year funding package aimed at overhauling tram, train and bus systems across eight metro mayor regions. The investment will power large-scale upgrades and extensions, laying the groundwork for better connectivity, regional job growth and long-term prosperity.

Breaking with Tradition

In a major shift, Reeves is scrapping the Treasury’s traditional Green Book rules — previously criticised for favouring the South East. A new value-for-money framework will now prioritise areas historically overlooked, helping unlock transformative investment where it’s needed most.

Investment Highlights

Top of the priority list is Greater Manchester, receiving £2.5 billion to extend the Metrolink network to Stockport and introduce new stops in Bury, Manchester, and Oldham. The West Midlands is set to receive £2.4 billion for tramline expansion from Birmingham to a new sports and regeneration district.

Other regions—including West Yorkshire, East Midlands, Liverpool City Region and more are also in line for major funding allocations.

Long-Term Impact

This landmark £15.6bn investment forms a central pillar of the 11 June spending review and is expected to more than double the current £1.14bn annual regional transport allocation by 2029/30.

Transport Secretary Heidi Alexander described the initiative as a “watershed moment”, one that will open new doors for employment, education, and improved quality of life across the country.
